Lebanese President Joseph Aoun met with UN Under-Secretary-General for Peace Operations Jean-Pierre Lacroix on 14 October to discuss the renewal of the mandate for the UN Interim Force in Lebanon (UNIFIL). The two officials held talks regarding the operational status of the mission in southern Lebanon. Discussions centered on the upcoming decision by the UN Security Council to extend the presence of the peacekeeping force. Joseph Aoun addressed the requirements for maintaining stability in the area during the meeting with Jean-Pierre Lacroix. Both representatives reviewed the current cooperation between the Lebanese state and the UNIFIL personnel stationed in the region.

The meeting between Joseph Aoun and Jean-Pierre Lacroix served as a formal venue to evaluate the ongoing collaboration between the Lebanese government and the United Nations. As the mandate for the peacekeeping force approaches its scheduled expiration, the discussions focused on the logistical and security implications of the mission’s continued presence. Joseph Aoun emphasized the importance of the partnership between the Lebanese state and the international personnel currently deployed across the southern territory. The dialogue allowed for a detailed review of how the peacekeeping force interacts with local authorities and the specific operational challenges faced by the mission in the current environment.

Preventing A Security Vacuum

The UN Security Council previously designated the coming year as the period for the force's withdrawal. President Joseph Aoun warned that a UNIFIL withdrawal would undermine regional security and end international monitoring in southern Lebanon. He added that the mission serves as a critical mechanism for observing activities in the border area.

The potential cessation of the mission’s activities is a primary concern for the Lebanese administration. Joseph Aoun noted that the presence of the UN forces provides a necessary framework for maintaining order. By acting as an international observer, UNIFIL contributes to the visibility of activities occurring within the border region. The removal of this oversight would, according to the president, create a significant void in the monitoring capabilities currently utilized by the international community. Joseph Aoun noted that the stability of the southern area is directly linked to the continued oversight provided by the peacekeeping force. The potential end of this international monitoring presence was a focal point of the discussions held between the two officials.

President Joseph Aoun stated that UNIFIL's presence is essential for providing humanitarian and logistical support to the Lebanese army if it deploys to the border area. He explained that such coordination is necessary for the state to maintain its operational capacity in the region. The Lebanese military requires this assistance to manage border security effectively.

The president further elaborated on the tactical relationship between the Lebanese army and the peacekeeping mission. He indicated that the logistical support offered by the international force is a key component of the state's strategy for border management. By facilitating humanitarian and logistical aid, the mission enables the Lebanese military to focus on its primary security objectives. Joseph Aoun stressed that the state’s capacity to operate effectively in the border area depends on the continued availability of this external assistance. The dialogue concluded with an emphasis on the necessity of maintaining these established support mechanisms to ensure the Lebanese army can fulfill its duties in the southern region.
