The IDF released video footage on 20 October showing Hezbollah operatives using a truck to move weapons from a site previously reported as addressed by the Lebanese Army. According to the IDF, "The accompanying footage shows Hezbollah operatives loading weapons stored at the site onto a truck in an attempt to remove them and preserve them as part of the terrorist organization’s capabilities." IDF troops subsequently struck the vehicle. The IDF stated, "After the activity was identified, IDF troops struck the truck carrying the weapons removed from the site." Military officials asserted that the Lebanese Army failed to fulfill its responsibilities under the 2024 understandings, allowing Hezbollah to continue entrenching itself and building military infrastructure in southern Lebanon.
Disputed Security in Kfarra
Military assets in the Kfarra area of southern Lebanon were identified in December 2025 as locations used by Hezbollah for weapon storage. IDF officials referred these specific sites to the Lebanese Army for handling at that time.
The Lebanese Army subsequently stated that the asset in the Kfarra area had been addressed. This official position from the Lebanese Army stands in contradiction to the recent IDF assessment regarding the continued presence of Hezbollah infrastructure in the region.
Allegations of Tactical Coordination
The IDF Intelligence Directorate identified instances where elements within the Lebanese Army coordinated with Hezbollah regarding enforcement activities. According to the IDF Intelligence Directorate, specific members of the Lebanese Army shared operational information with Hezbollah operatives ahead of planned security inspections. This intelligence sharing allegedly allowed Hezbollah personnel to relocate sensitive equipment and personnel from targeted areas before the arrival of state military forces. The IDF Intelligence Directorate maintains that these interactions indicate a failure by parts of the Lebanese Army to maintain neutrality in the region. Military officials claim these occurrences undermine the enforcement of security mandates near the Litani River. The IDF Intelligence Directorate continues to monitor reports of such cooperation as part of its ongoing assessment of security conditions in southern Lebanon. These findings form the basis for IDF statements regarding the operational relationship between the Lebanese Army and Hezbollah.
Failures in Enforcement Operations
US Lt. Gen. Clearfield conducted an official visit to Lebanon on 2 July 2026 to assess the security situation on the ground. This visit occurred one day after a meeting between IDF Chief of Staff Lt.-Gen. Eyal Zamir and US Lt. Gen. Clearfield on 1 July 2026. Discussions during that session focused on the operational challenges currently facing the border region.
Separate negotiations are also underway involving military delegations from Lebanon and Israel. These representatives are currently meeting in Tampa, Florida, at the headquarters of US Central Command (CENTCOM). The sessions serve as a forum for the delegations to discuss the implementation of security mandates and the ongoing enforcement difficulties in southern Lebanon. US officials are facilitating these talks as part of a broader effort to manage the security relationship between the two neighboring states.
